
The Ministry of Environment and Energy (MINAE)'s mission is to contribute to the improvement of the quality of life of the country's inhabitants by promoting the management, conservation and sustainable development of the elements, goods, services and environmental and natural resources of the country, whose management corresponds to MINAE by legal provision or international agreement, guaranteeing the necessary and full harmony between national development activities, respect for nature and the legal consolidation of citizen rights in this matter.
MINAE holds a vision to consolidate itself as an environmental management system that allows Costa Rica to position itself positively in terms of international competitiveness (political, environmental and commercial), and that, strengthened in its public management capacity, responds to the requirements of management, conservation and sustainable use of the environmental and natural resources, under the leadership of the Minister for the Environment and Energy Sector.
The Climate Change Directorate (DCC), as part of the Ministry of Environment and Energy (MINAE), is the agency in charge of coordinating and managing public policy on climate change in Costa Rica.
DCC's mission is to build a fair, resilient and decarbonized country, focused on the well-being of people and nature.
To achieve this general objective, DCC divides its work into five major themes, each with its own objective.

Make better decisions: Promote research and analysis processes for the creation of policies and decision-making based on science and knowledge.

Implementation: Promote the execution of transformative climate actions focused on improving the well-being of people, communities and ecosystems, particularly the most vulnerable.

Institutional Transparency: Respond effectively to reporting responsibilities, needs of key actors, and institutional demands.

Amplify: Amplify our impact and actions by establishing key relationships by sharing tools and knowledge.

Action for Climate Empowerment: Promote the empowerment of actors from civil society, the public and private sectors, and academia so that they take ownership of climate action and can lead from their spaces of action.
